Start with the simple things first..
Is the system bled? IE ..air in the system.
Is there enough antifreeze in it?
Is the mix of water/antifreeze right?
Hose condition? do they collapse easy?
Fans turn on at correct temp?

From you description it sounds like you have a 160 degree thermostat (although it wouldn't really run 160) and stock fan settings.
The radiator is getting sufficient airflow to cool down when you are driving, but not when you are stopped and therefore relying on the fans. Whatever the fan are set at is where your car will run when stopped. --

LT1s are set up to run pretty warm from the factory. Correct me if I'm wrong, but aren't the fans set to come on at like 210-220? If you have a 160 t-stat, all you need is a manual fan switch or a tune and you'll be all set. -- Steven, 96 Z28 M6, intake, headers, exhaust, 4:10 gears, LCA reloc. brackets, HBHRacing fan switch
