From here: http://www.fbody.com/calc.htm
That would be roughly 2200rpm -- 1982 Z28, 383, D-1SC intercooled @ 15psi, trick flow heads, solid roller cam, 3.73's, th400,

If you're going to do a lot to make the car faster you might want to hold off. I get about 13.5 mpg city or highway, grannyfoot or leadfoot. I put gears on before I did the rest of the engine work and it helped a lot at the time but I'm not convinced my car is faster now with gears. It probably is but I doubt by much. When I floor it the rpms never drop below 5500 or so through 3rd gear. (maybe my TQ is weak I dunno)
Gears would be an expensive MOD. $500 for gears, 400 labor, PC Tune and less gas mileage. -- '97 LT1 Stroker (383). Headers, 2800-3200 Stall, 3.73 Gears and a bunch of other stuff I that I can't remember.

Not sure where you're pulling your prices from. I paid $500 parts AND labor to have my gears installed back in the day. An optimal gearset is very worthwhile, even on a stock car. Anything that can motivate your car to cross the traps at maximum power/mph is worth it to me. IMO, if you're concerned with gas mileage then you're driving the wrong type of car. -- 95 T/A.

RamAir you made me think. You're right, ring and pinion were only 200 but I remember spending 500 after a gear cover, special lube and installation kit for it. I was in Cali at the time so labor was high so probably should have left that out since I doubt anyone else will have to pay that much. (hopefully)
I just took my car out and at 80 it's at 2900rpm and it really isn't THAT bad. Speed limits are 70 here so if you're only doing 65 it's not going to be an issue but to answer your question you'll probably lose around 4mpg.
I didn't mean to be so negative in my first post. Gears are, IMHO, the best mod to make you go fast in the beginning. -- '97 LT1 Stroker (383). Headers, 2800-3200 Stall, 3.73 Gears and a bunch of other stuff I that I can't remember.
