Car won't start after storage.

So my 95 Z28 m6 has been garaged for a few years while I was in college. I rolled it out today to clean it up a bit. I had the battery unplugged and added some fuel stabalizer while stored, but about 1/3 a tank of fuel has been hiding in there for quite a while. I usually start it once a year or so to keep it kind of fresh.

This time I couldnt get it to turn over. The lights come on and I hear the starter turning but it never catches. I am fairly certain it is not the battery cause I charged it up, added some water and even tried cables, but it seems like it has enoug juice.

So from what I know its either air, fuel or spark. I cleaned out the air filter and disconnected the elbow so thier was no air restriction but still no luck. Thats about where my expertiese ends. So is there any easy ways to test spark and fuel? God I hope it isnt bad plugs, because I still have nightmares of doing that change once.

When you say the starter turns but never catches, do you mean it's not engaging the flywheel? If that's the case it could be the starter or battery, but most likely the battery. Even if the battery shows the right voltage after charging, it may not have enough cranking amps.

Just to be clear... When you turn the key does the engine turn over?

The starter isn't turning the flywheel or the engine never fires?

'97 LT1 Stroker (383). Headers, 2800-3200 Stall, 3.73 Gears and a bunch of other stuff I that I can't remember.
