"high" is a subjective and meaningless piece of information. Numbers are useful.

Idle rpm is determined by a table using coolant temperature, so it depends on how "high" the idle really is compared to what values Bryan used. Once an actual rpm is provided (at first start up vs normal operating cooling temps as well), then we can figure something out.

sounds like it is sticking, clean the Tb really good with some sea foam and a old tooth brush. You can also look after you tap the gas and see if it is actually staying slightly open. Maybe something is wrong with the return spring.

What are the IAC counts doing?

I think it's unlikely that it's the IAC (and unlikely that we'll recieve any numbers on anything Troy).

A tear in the elbow would not be causing a vacuum leak, as a vacuum leak would have to be AFTER the throttle body. The air leaking in through the tear wouldn't have been measured by the MAF though. Have you already repaired the leak? It could cause you problems, but not the idle one that you are describing. Stuck throttle blades or an actual vacuum leak could definitely cause what you are describing.

You say the TB is new. What brand is it?

Have you verified TPS voltage at closed/WOT throttle positions?
