Brakelight troubles

I've been trying to figure this out for weeks now and I can't find any immediate solutions. My brake lights work, when my headlights and parking lights are off. When they are on though, the third brake light works and the outter most bulbs on the tailights work, but the inner ones don't work at all. Checked all fuses, sockets and bulbs. I've read similar problems caused by the turn signal switch being faulty. What I feel it may be is that the previous owner had cut some wires under the dash and there are a few that lead nowhere. An orange/black one and a tan, maybe brown, one. Any help, as always, is GREATLY appreciated. Heres are pics of the wires and under the dash if its any help.

Sounds like the 4 brake/turn/tail light sockets aren't grounded. Check the ground wires at the back of the car. btw, what is your car?

Whoops... its a 93 Trans Am. The grounds look good. Anyone know what those cut wires are supposed to lead to?

Heres a better picture explaing whats going on under there. And on top of that I found more mires that were cut and lead to nothing. I could really use any help, I don't know why they were even cut to begin with and it seems like it could be a simple fix if the wiring is what is causing my problem. I can't afford to take it to a garage or a dealer and have it fixed or looked at...
