Question about fuel pressure

Lately I've been having some issues. seems like when I let it sit after driving and go to start it back up, say 10-15 minutes later, it sometimes wont start right away without either priming it a couple times, or giving it some gas while turning it over. My fuel pressure checks out both before and after starting, but leaving the pressure gauge on, I see a steady decrease over time.
And a lot of times when it does fire, it revs to about 2k and stays there until the extra fuel that was sitting in the cylinder(s) burns off.
It's been feeling a little sluggish lately too. Mainly when just taking off. I thought it might be my clutch going with that issue, but it checked out as good at a clutch shop.
Just feels like something is not right with my fuel. I know it's running way too rich. In fact I failed emissions because of that. My cruise emissions were fine, but the idle emissions were way above limits.
Any ideas?

Both my HC and CO numbers were too high on my emissions test.

Check fuel regualtors. Could have an injector leaking down into the cyl. Buy a fuel pressure gauge and tell au what it reads at idle, and after 10-15 min of sitting. --

I'll get some new readings on the pressure. Oh and the regulator is maybe a month old. I was thinking maybe that was the problem and just threw one on. Same problem

you need a fuel pump, the readings are too low, you should see about 45-50 at idle.

so...it's running rich from not enough fuel?

DUDE, IF THOSE ARE YOUR FUEL PRESSURE READINGS THERE LOW, YOU NEED A FUEL PUMP, AND BY THE WAY WHEN YOU HAVE "NOT ENOUGH FUEL" THE CAR IS RUNNING LEAN.

Have you read anything that's been said Batmanlt1? I know the difference between rich and lean, so my RICH condition that I have it makes no sense that my fuel pump is not working. Maybe the fuel pump is magically pumping more fuel because it's gone bad? What other parts should I just throw at it to see if it works?

My car has almost 10 more psi at idle then yours but I did have a rich condition.
A low spark voltage can cause these symptoms. Try checking the egr valve. It could be stuck open. -- 94 Camaro Z28 moroso CA,trick flow elbow, MSD coil, Harwood fiberglass hood and Yellow Devil paint

got the car back from the shop today, everything checks out sensor wise. The guy said looks like it just needs a tuneup.
