wireing problem?

i removed the shitty installed cd player from the new ls1 to fix all the wiring that is ran wrong for the speakers and i found a few burnt wires on the plug that plugs into the cd player but i can always cut that off and hook up a new connector but one thing caught my eye and kinda scared me it was a wire that had no shield on it at all but it was in a group of 3 or 4 wires that did not have any burn marks on them but where wrapped in like a aluminum foil type wire wrap and then looked factory taped does anyone know if this should be like this?

I believe that is a normal ground strap and is acceptable.
