Actually I think this is kinda cool, but not as an answer to the global warming hysteria, just as an interesting idea to utilize the other 2/3rds of surface area we have on Earth. If we could actually construct a truly self-contained floating colony that would be pretty sweet.
Notice the reporting operates on the assumption that the oceans ARE rising at a rapid rate...

Then, after I read it, the massive levels of ignorance, stupidity, and irresponsible journalism kinda pissed me off.
Idiotic lines like...
"The gas, widely used in the manufacture of flat screen TVs, is estimated to be 17,000 times as powerful as carbon dioxide."
Ok... powerful in what way? CO2 isn't even a particularly effective greenhouse gas unless it comprises a large percentage of the atmosphere (impossible on Earth, think Venus) and both are inert gasses... so how can a non-reactionary compound be "powerful" by itself?
and this...
"He estimates 4,000 tons of NF3 will be produced in 2008 and that number is likely to double next year."
This is a minuscule amount, especially when the vast majority of this is going to be sealed up in a polycarbonate wafer anyway.
It goes on and on with the absurd quotes and misplaced context and junk science, and then I read this...
"Dr Paul Fraser... an IPCC author."
Ah, the IPCC... their reputation has been circling the toilet faster and faster and now, instead of retracting, re-characterizing, and possibly even apologizing for the deception they perpetrated in their claim of a "unified 2500+" the claims get more and more wild.
What pisses me off more than anything about this Global Warming cult movement is that true scientific debate on the issue has been stifled, legitimate environmental concerns are being ignored, and now politicians are passing legislation to make us pay for what may be nothing more than an innocuous theory that the media has turned into a religion. The sickening thing is that scientists will whore themselves out to the whole idea because they can get money for it.

we can no longer have bonfires at the most popular beach in seattle. anyone know why?
the 4 months out of the year that people have fires there is "harmful" to the atmosphere.

Ever read about Arcologies? They're pretty interesting, and with atomic construction (carbon-nanotubes) on the horizon they could very well be a reality.

The credibility of the IPCC sinks lower and lower as their wild claims about the future get sillier and sillier. There is no evidence that sea levels will rise by more than about 10cm (four inches) by 2100. They have been on the rise slowly ever since the end of the Little Ice Age, and there is no sign of any acceleration of the rate in recent times. If anything, the rate of rise is likely to decrease in coming years. The IPCC is ignoring the facts and relying on faulty computer models. There are currently no 'climate change refugees', and that is unlikely to change in the foreseeable future.

One thing that the IPCC seems to just throw away is error addition. Sure, the error might be pretty decent for one year on their models (say plus or minus .5K) but they rarely state how the errors add up.
In the now to 2100 that they are always going on about, the total error is about 10K. When you add in cloud error for the 100 years you have a plus or minus 100K range.
Ok... powerful in what way?
Greenhouse gas coefficient. All greenhouse gases have a coefficient for how much they IR radiation they re-emit. CO2 is the baseline of 1, whereas NF3 is in the 17,000 range for its lifetime in the atmosphere.
CO2 is also not an inert gas. It readily forms carbonic acid in the air when combined with water (which is why rain has a slightly acid pH, not the 7 of pure water). --
