If it's 89 and earlier, I bet it's the cable. They are around 20 bucks, I just bought one. You do have to pull the dash apart to install it though. It's kind of a pain. If it's 90+, make sure the wire is properly connectected at the tranny, if it is, it may be the sending unit itself.
