Electric fuel pump question

I'm getting ready to do a fuel pump replacement on my IROC, but trying to make sure I'm doing the right thing before I get started. When I try starting the car, I can't even hear the pump prime itself up anymore, just the relay click after a couple of seconds. I checked the voltage at the pump relay and am getting 12 volts out. However, when I check voltage at the connector by the tank, I'm only reading about 8 volts. Is this due to the ecm or something reducing voltage or could this be causing my pump not to function?

Did you check for fuel pressure on the rail? If none...

Check/replace the relay and fuse. If no go...

Pull tank and test/replace pump.

ECM does not control voltage from the relay
It only grounds the relay to enable it
Click means its working

Try jumping 12v to the fuel pump connector and see if it will run. Loss of voltage sounds like a short or a bad reading
