This is why most guys who want to mod their L03's go with a stock LT1 cam (~.450 lift int/exh) and a set of LB9 heads. That coupled with some decent tuning and you're makeing OK numbers vs the 170hp stock HP. The stock cam is way to small to expect anything more than mid 15's out of no matter the heads and intake. If the cam isn't lifting the valves enough to move some air you wont make any more power. --
