Tranny Question

I know this has been brought before. I have a 87 GTA with a L98 and a 700r4. My question is that when I go to pull out it does what to shift in to 2nd gear in till it gets to a high rpm. And it is the same for 3rd. If you hold to the floor going down the road it shifts fine. I know that the speed sensor is messed up but I didn't think that would do anything with the lower gears. I tried to adjust the TV cable but I don't know witch way to go with it. I don't want to trash the tranny by driving to adjust the cable. So if it's the cable witch way do you adjust it. Your could it be something else. Thanks
