Problem with Right Tail-light

What is happening is one of the bulbs is definetely toasted, but when I turn my head lights on, 3 out of the 4 lights work. But when I turn off the headlights, my right brake light, none of those bulbs work at all.

So-Head Lights on- 3 out of 4 work

Head-lights off- When I hit the brake, none of the bulbs come on
