'89 305 won't start

So I've done some searches but haven't come up with anything helpful.
I have an '89 Firebird with a 305 TBI, 5 speed. A few days ago I drive it home from work no problems what so ever. Starts fine like always, drives home fine.. Next morning I go to start it and nothing. The battery is full, the radio plays, power windows work, headlights etc.. when I turn the key though, nothing happens. Not even a click. The e-brake light in the dash turns on, the temp gauge rises to the top and the security light turns on when I turn the key, but no cranking takes place.
I pulled the bottom off the dash and checked the clutch pedal switch - that was in place and functional. Pulled all the fuses.. all fine.
It was however a litle moist under there. The night that it sat, it froze outside and some condensation built up inside the car. I'm assuming it melted and something is wet.
Any thoughts?

So I just went out and checked. This is how it went:
First time, I put the key in and turn on the ignition, the "Seatbelt" light and the "Service Engine Soon" light comes on. Turn the key, the "Brake" light comes on. Take the key out, and put it back in, turn on the ignition, the "seatbelt" light, the "SES" and the "Security" light come on. turn the key, the "Brake" light comes on..
Wait a few minutes, and the same cycle starts over. No Security the first try, but the consecutive tries, it's on..
Also, I just replaced the starter, no luck.. same story.

If you get water in the starter, in may have froze up....is it not turning over at all??
if it is not turning over, and cold enough for water to freeze, get a torch, cut the wheels so you can get at the starter, and put the torch on it for a few seconds. --

If you have a multimeter or a test light, test the wire that goes into your nuetral saftey switch from the ignition switch. If your not getting power there, it could be your VATS system which is easy to bypass. --

Go to a locksmith, they will test your key and be able to sell you a module to disable VATS. Remove the underdash panel on the driver side. You will easily spot a two-wire grouping, I believe yellow and white, just to the right of the steering column. You will notice that it disconnects in the middle. Disconnect it, insert the module you got from the locksmith (into the wire going towards the firewall). Voila, VATS is now disabled. The module will cost you $25 - and your car will never not start because of VATS. It'll actually take longer to remove the underdash panel than it will to locate the wire and insert the module.

Did anyone think... Starter Selinoid? Also there should be a Group of Wires that all bundle together by the Battery near the Radiator, Check those for a Short, that is where everything runs through. I don't think those wires are fused, and can cause the same problems.
This happened to my 85 T-Bird Once, when I was 17. We used a Flat Head Screw Driver to Jump it so I could Drive home. ha ha good times
but my Firebird did that... Bad Ground Connection on the Battery and the SubFrame.
Except mine only did it when it got wet... go figure
So I would wait 5 Minutes and it would start right up.
Of course all the Gauges and stuff worked, there just wasn't enough power to Flip on the Selinoid
