how to get car level??

Me and my dad are going to replace full floor pans in my 69 Camaro how should we go about making sure the car is level before welding it all up???

It also seems that theres two layers of metal by the front toe board and rear of the pan (its a full floor pan) should we just cut through both of these? or just try to cut through the first layer of metal and weld to the existing floor pan??

not totally sure but with the car on the ground i would x measure and brace the area inside before i cut anything out and measure up twice make sure the x measurements are equal weld braces and then cut out floor pans and reinstall>>> but i am no expert on that
